Partnership for Education and Training

CSEA-represented State employees may apply for tuition vouchers for credit and non-credit courses at more than 130 participating colleges and BOCES. One course per academic year may be requested at any time during the Partnership's application period. As an alternative to the voucher program, Partnership reimbursement is available for courses at non-participating schools. Reimbursement approval requests follow the same procedures as applying for a Partnership voucher.

The Partnership Line -- 1-800-253-4332 -- provides information and advice about career and educational benefits for all CSEA-represented employees. Partnership Advisers are available to members for academic advisement, career planning, financial aid information, and basic skills services. After normal business hours, leave a message for a return call or contact the Partnership on Thursday evenings until 8:30 p.m. Your agency education liaison, training or personnel office, your CSEA Local President, or Partnership liaison can also provide information about Partnership benefits.

The WORK Institute targets grants that will improve the skills and livelihood of our members. These grants assist CSEA members in career advancement through select programs and training.

Additionally, the WORK Institute strives to assist unemployed and underemployed workers in CSEA represented jobs.

The Workers' Opportunities, Resources and Knowledge (WORK) Institute was created as part of CSEA's mission to recognize working men and women as our greatest resource. Through the WORK Institute, CSEA is committed to expanding education and training opportunities that enable workers to reach their career goals and potential. The WORK Institute's mission is to assist individuals in creating career paths that lead to career advancement and job security. Over time the WORK Institute will address all facets of workforce development, from career planning to skills development and upgrade, and finally job referral and placement.

The WORK Institute targets grants that will improve the skills and livelihood of our members. These grants assist CSEA members in job retention and career advancement through selected programs and trainings.

Civil Service Test Preparation Services

There are 29 review booklets designed to help individuals prepare to take state and local government civil service exams. Booklets coincide with various areas listed on civil service announcements under "Subject of Examination." Cost $4.00 per booklet for CSEA members. Civil Service Test Preparation Video Titled "Making the Mark: Tips and Strategies for Civil Service Test Takers," this is an interactive video test preparation program including a 50 page workbook. It includes section on general test-taking tips and Understanding and Interpreting Written Material, and Evaluation Conclusions in the Light of Known Facts. Cost: $8 for members. Scholarships

CSEA awards twenty-four (24) $1000 scholarships under the Irving Flaumenbaum memorial Scholarship. Plus, Perl Carroll and MetLife each sponsor a one-time $2,500 award. Applications are available in mid-February from Local and Unit Presidents. Filing for a Flaumenbaum scholarship automatically puts an applicant in consideration for the Perl Carroll and MetLife scholarships.

AFSCME Family Scholarship and Education Benefits

Are You Eligible?

To be eligible, you must:
  • Be a graduating high school senior in 2010
  • Be a daughter, son or financially dependent grandchild of an active or retired AFSCME member.
  • Be an applicant to an accredited college or university and subsequently accepted as a full-time student in a four year degree program.

How to Apply

To apply, you must meet all eligibility requirements as identified above. Make sure your complete application, with all support documentation (essay, transcripts, letters of recommendations, SAT or ACT scores, proof of AFSCME membership, etc.), is mailed together in one envelope, POSTMARKED NO LATER THAN DECEMBER 31, 2009, to:

Union Plus Credit Card Scholarship Program



How the Scholarship Program Works

In addition to demonstrated academic ability, applicants submitted essays of no more than 500 words describing their career goals, detailing their relationship with the labor movement, and explaining why they are deserving of a union scholarship.

The program is open to union members, their spouses and dependent children of unions that are participating in any Union Plus program. Individuals must be accepted into an accredited college or university, community college or recognized technical or trade school at the time the award is issued. Members do not have to purchase any Union Plus program product or participate in any Union Plus program to apply.

The Union Plus Scholarship Program is offered through the Union Plus Education Foundation.
 

Applications 

For information about obtaining the Union Plus Scholarship application, click here. Each year, the application deadline is January 31 and chosen scholarship recipients' names are announced May 31. Due to the high volume of applications, only winners receive notification.

Joey Parisi Memorial Scholarship

AFSCME Scholarships Available for National Labor College Degree Programs

AFSCME members and staff enrolled in the National Labor College (NLC) Bachelor's degree program may be eligible for a Nadra Floyd Memorial Scholarship worth up to $2,000 per year. Full-time AFSCME local, council or international staff and local union officers with substantial organizing responsibilities may qualify for a $10,000 Joey Parisi Memorial Scholarship.

Nadra Floyd, a dedicated trade unionist committed to her union, her family and the civil rights movement passed away in November 2001. To honor her memory, the Nadra Floyd Memorial Scholarship was established and continues today as a tribute to her legacy of commitment to the labor movement.

Joey Parisi was an organizer's organizer. He worked for the International Union for more than 20 years. To honor his memory and to enhance the role of organizing, the International Union has established the Joey Parisi Memorial Scholarship.

NLC Degree Programs

The College Degree Program has been developed to fit the needs of union leaders who want to earn a degree in labor studies but who are unable to attend classes regularly in traditional colleges because of work schedules and the unpredictable nature of union assignments.

After enrollment, participants come to the National Labor College every six months for a week-in-residence where they will attend classes and meet with the faculty to plan a course of study. Students then return home to do the reading and written assignments, mailing them in to their instructors. Two courses each term are customary.

Special features of the College Degree Program include credit for past education, credit for experiential learning and counseling during each week-in-residence.

The National Labor College degree programs provide:

  • Labor-based curricula designed to meet your needs as a union leader;
  • Low residency and a flexible format so you can earn while you learn; and
  • Credit for prior learning, military service and other training.

Take an AFSCME Course and Gain College Credit

If you are enrolled in or have taken any of the following AFSCME training programs, you may be well on your way to earning your Bachelor's degree:

  • Co-Creating Mobilizing Education (1/2 credit)
  • Member Educator Program (4 credits)
  • National Educators Exchange (1 credit)
  • Public Speaking (1/2 credit)
  • Safe Jobs: Health & Safety Training (1/2 credit)
  • Stewards in Action (1 credit)
  • Strategic Campaign Planning for Building a Stronger Union (1 credit)
  • Volunteer Member Organizer (1 credit)

Eligibility

Council, Local, International Union Staff and Local Union Officers with substantial organizing responsibilities are eligible to apply.

Completed application must include:

  • A letter of recommendation from your local union president or council director/president;
  • A letter of recommendation from a person in your community;
  • An essay about what AFSCME has contributed to the labor movement or social justice movement in this country (required for the Nadra Floyd Scholarship)
  • An essay on your interest in organizing and how you plan to use this educational opportunity in future organizing efforts (required for the Joey Parisi Scholarship)
  • Verification of enrollment or an approved application to the National Labor College.

Selection

The winner will be selected by officials of the National Labor College. The winner will be announced by December 15.

How To Apply

Applications to the College Degree Program and the Floyd/Parisi Scholarships are available directly from the National Labor College. The National Labor College requires a $25 application fee for the College Degree Program.

Jerry Clark Memorial Scholarship Program

Jerry Clark served AFSCME for nearly two decades as Director of the International union's Political Action Department. In 1990, to honor the memory of Brother Clark, who died in that year, AFSCME instituted the Jerry Clark Memorial Scholarship.

The AFSCME Scholarship Selection Committee has selected Connor Allen and Sally Anne Stenzel as the winners of this year's Jerry Clark Memorial Scholarship. Connor Allen is the son of Ken Allen, member of Council 75, Local 350 and Sally Anne Stenzel, the daughter of Anne M. Stenzel, member Council 5, Local 638

Connor attends the University of Oregon in Eugene, Oregon and Sally attends Minnesota State University in Mankato, Minnesota.

Scholarship Information

The Jerry Clark Memorial Scholarship Program is an ongoing program available to children of AFSCME members. Under the program, one scholarship in the amount of $5,000 will be awarded annually to two students majoring in the social sciences for his/her junior and senior years of study. The chosen students will also be given the opportunity to intern at the International Union headquarters in the Political Action department during the summer between his/her junior and senior year or for one semester during his/her junior or senior year. Once awarded, the scholarship will be renewed for the senior year of study, provided the students remain enrolled in a full-time course of study as a social science major.

Any student in his/her sophomore year of study who is enrolled in a full-time four-year degree program in any accredited college or university, and whose parent, legal guardian, or financially responsible grandparent is an AFSCME member and who meets the following requirements is eligible to apply for the scholarship:

  1. The student must have a Grade Point Average of 2.5 or above.
  2. The student must be a social science (i.e., political science, sociology, ethnic studies, communications, etc.) major at an accredited college or university.

Selection Process

All students who apply by the deadline--July 1 of each year--and who meet the minimum requirements stated above will be eligible for the scholarship. The Scholarship Selection Committee will thoroughly examine all applications. The announcement of the winner will be made in August.

Application Instructions

  1. Complete the Applicant's section on the Application Form.
  2. Provide an official copy of your transcripts for your freshman and sophomore years and proof of your social science major.
  3. Have your parent, legal guardian, or financially responsible grandparent complete the AFSCME Parent's section on the Application Form.
  4. Attach proof of parent, legal guardian, or financially responsible grandparent's AFSCME membership such as a COPY of the membership card.
  5. Make sure your complete application, with all support documentation, is mailed to AFSCME POSTMARKED NO LATER THAN JULY 1.

The scholarship is awarded to two recipients selected by lottery by the AFSCME Scholarship Committee. To be eligible, applicants must: be sophomores enrolled in a full-time, four-year degree program in an accredited college or university; major in the social sciences; have a grade point average of at least 2.5; and have a parent or legal guardian (or responsible grandparent) who is a member of the union.
